Suspicious Activity Reported - January 12, 2011

John Napier found a man coming out of his shed at 82 Morris at 4:35PM on Saturday night. John's shed sits far back on the lot side of his property.  The man said he was looking to shovel a walk. He was looking for a shovel. John called 911 and told them what happened. The man is described as follows:  

A black man, possibly mid 30's, approximately 5"8" tall, scruffy short beard, black jacket with hood, yellow knit hat, black and white(more black then white) long scarf hanging outside his jacket. He has a lumbering, side to side gait that is very distinguishable.

 

John got in his truck and started to follow him. The man walked up Starin Avenue toward Hertel and never went into any other property to ask to shovel their sidewalk, etc.

 

At 4:37 PM (still light outside) John again called 911 from his cell phone and told them he was following the man and where he was. He walked down to Walgreen's and went into the store for approximately 2 minutes. He had nothing in his hands when he came out of the store. He then proceeded up Wellington to Linden and headed back toward the neighborhood and turned on Parkside where he entered a yard on Parkside near Tillinghast and came out carrying a plastic garbage bag like you would get at a Walgreen's store. He put something in the bag and continued walking up Parkside to Russell and then to Crescent, to Jewett and Main. He was last seen going into a small grocery store on Main, near Vernon Triangle.He was followed for about 50 minutes and the police never showed up.

 

At 6:11 PM, John was contacted by an officer from the West side precinct, who told him that the 911 call sat in the system for one hour. The call was finally dispatched around 15:37 (military time) and this officer was sent around 6:11PM.  The incident number is 11-008-0580.

 

The police told John that he was obviously up to no good. He might have even been the man who has been doing all the burglaries. So best to keep a look out. He is in the neighborhood and we are convinced he will be back.

This report was sent to the Police Department.

"KNOW" Email Alert System

The Keeping Neighborhoods On Watch (KNOW) Email Alert System has been activated for the Pan Am Watch Area (PAWA) Association.

What is the KNOW Email alert system?

The Keeping Neighborhoods ON Watch Email Alert System is a tool for city residents created by Mayor Byron Brown to report suspicious or criminal activity in their neighborhoods directly to key city officials, including the Mayor and senior management of the Buffalo Police Department..

The KNOW Alert System is not intended to take the place of 911 or 311 services but as a source of information for concerned residents and block club members to alert eachother and the City of Buffalo of patterns of suspicious or criminal activity in their neighborhood.

How Do I Use The KNOW Alert System?

Very Simple:
1. Go to www.city-buffalo.com/know
2. Select your block club or association name (Pan Am Watch Area) from the dropdown menu.
3. Enter your Block Club pass code. ******Will explain how to get the pass code below*******
4. Fill out, in full detail, the description of the suspicious activity you have seen.
5. Please enter your email address to receive a copy of the KNOW alert.
6. Submit your KNOW alert.

The Block Clubs main contact person in our records will also receive a copy of the KNOW alert along with the Mayor and key Police Department officials.

*****To receive the Pan Am Watch Area pass code please send an email to Tammy Priebe at PAWApasscode@tammy.wny.org requesting the code. Please use the same email address that you signed up for your PAWA membership. Only members with an email address on file with PAWA will recieve the code.

Short Synopsis of the PAWA Meeting Held on October 12, 2010

On Tuesday, October 12th there was a community meeting held at School #64 to discuss the recent uptick in crime activity in north Buffalo. Dick Gordon of North Lincoln Parkway called for the meeting and in addition to the approximately 150 local residents, City Administration officials Mayor Brown, Police Commissioner Derenda, Deputy Commissioner Tomachewski, District D Police Chief Barba, and Councilman Joseph Golombek were in attendance.

Each member of the City Administration shared crime statistics and discussed ways for us to be safer in our neighborhoods.

Within the last few weeks, arrests have been made, and there has been authorized overtime between 1 and 5 PM. There are also two unmarked cars patrolling the neighborhoods, not taking any calls, just checking things out. There is increased manpower, and foot patrols.

Tips were given to make ourselves less vulnerable:

1. lock your car doors, don't leave any items inside
2. lock your house doors and garage doors
3. put security lights on outside at night
4. put your house alarm on

If you see a crime in progress, it is best to call 911. Occasionally, there have been some issues when calling 911. It is run by the county, not the police, and the issues are being addressed to improve call screening.

If you see anything (non-emergency) suspicious, call 311. IF you wish to remain anonymous, you can call the tip line, which is 847-2255. You can also text on this line, if you prefer.

They emphasized not to feel you are bothering them by calling, that it is very important for them to keep a record of all incidents so they can see patterns of behavior. They encouraged everyone to call if they see anything suspicious in the neighborhood.

Mayor Brown has also just announced a new initiative designed to support block clubs and residents in monitoring and reporting suspicious activity. It is called KNOW (Keeping Neighborhoods On Watch) Email Alert System.

The first Wednesday of every month, 11 AM, at 205 Esser St., Chief Barba is going to
conduct a District D Block Club meeting, opened to neighbors. Chief Barba has also given us his direct line 851- 4846 if we have any problems or concerns.

There was a question and answer period, and many neighbors voiced their concerns. Mayor Brown, Police Commissioner Derenda and Chief Barba all emphasized if a citizen felt an officer did not handle a situation in a professional manner they should take down his number and call Chief Barba on his direct line, or any of the other numbers.
